Retaining walls and planning permission

enriched all our lives with these worthy thoughts: Has anyone else ever come up against this or is it just my local council putting a rather odd twist on the phrase "means of enclosure" The latter, is my guess, especially as the proposed walls are less than 1.2m high. Offer an alternative, such as a flag-on-edge or gabions, if the officious one will not reconsider. We've used both in conservation areas in the past, without any problem from the BCOs.
