Cheapest way to make garden more private

The deeds say "preserve and maintain the style of open landscaping for the Estate as laid down by the Local Planning Authority". My wife phoned the planning authority this morning to find out what that meant; basically they allow anything (fence, wall, hedge) up to 1m high at the front, and 2m down the sides. - Miles The good thing about this is there should not be any hedge wars on that estate!
