Default Rose The Ingenious Mr Fairchild

Has anyone out there grown this particualr variety of David Austin rose. I
planted a group of 3 last year along with some Winchester Cathedral. The
Winchester Cathedral have romped away & are full of bud this year but Mr
Fairchild doesn't want to seem to come out & play. The foliage is healthy
but very few buds. Is this normal for this variety or is there anyhting else
to kick start it
