Countax C800HE help needed

Hi. I have a Countax C800HE with a B&S Vanguard engine and I'm having a problem starting it. When I turn the ignition there is a high pitched whirring sound (which I assume is the starter mower turning) but the engine doesn't turn. I can turn the main drive wheel manually so am hoping this means the engine hasn't ceased. Any advise would be appreciated.
