I can't make it out too well, but I'm almost certain it's a slime mold (not quite a fungus, but more of a fungus-like "animal"). Most of its life is spent hidden in rotted wood or leaf mold or manure, then when it's time to reproduce it migrates some distance (over mulch, plants, logs, even up trees) to give itself a better position to disperse its spores. It doesn't harm the tree. Used to live in any un-trodden upon area of the floor in the house we lived in briefly in Yamhill, Oregon USA, and it lived under the bed in a house in Boise. The common denominator-no floor insulation. The house in Boise also had no wall insulation so that black "dirt" I scrubbed off the wall when I moved in and then painted .. just came back .. 'twas mildew, which then colonized my couch and anything else that touched the wall. Funny thing.. they moved that and neighboring house to the *mountains* in all their uninsulatedness.
