Default Illuminating a plant or tree as the water level rises

What we need is a device that illuminates a plant or tree to the
degree in which it receives an amount of water. For example, as
the plant or tree is being watered, the outside surface of the tree
will 'glow' with a purple phosphorus as the water level within the
plant's roots rises. When sufficient water has been given to the plant,
the entire plant itself will then glow with an amber phosphorus --
indicating enough water has been given.

How to make the plant or tree glow, however, is open to debate.

many Japanese people glow red after taking alcohol, it's a genetic
phenomenon known as Asian Flush. Perhaps you could get a Japanese person to
mate with your tree, then a small amount of alcohol in the watering can
........

The glowing part is probably doable with some fancy genetic engineering
(after all, if they can make glow in the dark rabbits....) the problem
is, that I don't think the water in the roots rises as you water the
plant.
