I know it's a Dwarf, but I was expecting about 4 ft, not 1 ft! And some
flowers.
Can anyone advise? Is it expected that it doesn't flower in the first
year? Should I try pruning again now? Or should I prune less hard in
early spring next year?

Presumably it was a new, young plant, so perhaps it didn't need pruning?
